What if swat teams raid wrong houses accidentally on purpose?

Botched swat team raids are heavily reported when they happen.  They “accidentally” raid the wrong house.  Sometimes this results in killing or wounding people or pets.  There’s always property damage.  It’s also terrifying to someone who hasn’t violated any legislation.

What if these accidental raids are actually on purpose?

What would this do to people’s psyches?

First, but not foremost, it lets all the peasants know that the government is in charge.  They can break into people’s homes(tossing prison cell style) and wreck or severally disrupt people’s lives with rarely a, ‘sorry, our bad’.  No one is ever punished.  Not in any meaningful way anyway.

Second, and more significantly, it lets the peasants know that they may be “accidentally” punished for the activities of their neighbors.  This is significant because people are more willing to snitch on their neighbors out of fear that a swat raid will result in their house being raided, on “accident” of course.

It turns neighbor on neighbor.  The old East German Stasi model.
